Massena trustees approve plan to retain tax overpayments less than $10

MASSENA — Massena village trustees have approved a resolution that allows them to keep any tax overpayments of less than $10. “There’s never been anything that I can find that spoke about this. This is something that obviously isn’t going to be used widely or frequently, I don’t think, but it’s still something good to have on the books,” Treasurer Kevin Felt told trustees. He said during the last tax collection season, one taxpayer overpaid their taxes by 10 cents. “So, right now it’s currently sitting on the books as an overpayment. The amount of work that is involved to refund people that are less than $10, we spend more money and resources to fund that back. This kind of frees up our hands a little bit for anything less than $10, to not have to refund it,” Mr. Felt said.

Leaders of area chambers of commerce have written letters imploring Gov. Tom Wolf and state and federal legislators to pass stimulus packages to help small businesses, workers and industry sectors impacted by COVID-19 restrictions. “Absent such federal and state action, we fear the network of small businesses that make up the foundation of our local economy is at risk of collapse,” the letters said. The letters point out that the pandemic’s impact in Northeast Pennsylvania has been unprecedented and it has been dramatically impacting small businesses, restaurants, taverns, boutiques, travel, accommodations and service sectors. While some economic and job improvement occurred in the second and third quarters partially because of federal and state stimulus programs, unemployment assistance and the lifting of business restrictions after the first wave, the recent uptick in COVID-19 cases “has brought dramatic cooling in the overall recovery,” the letters stat
