The Webster Groves City Council on May 4 decided not to go before voters in August with a second try at passing a local “use tax” measure. The city, however, could place the matter before voters at a later date. Prop 1 lost by 13 votes on April 6. Since then, the mayor and council have been discussing whether to put the measure before voters again in August. Prop 1 called for a use tax of 1.5% on out-of-state purchases that do not collect the local option sales tax.  Councilwoman Laura Arnold said she has mixed feelings about a second vote. “We need the revenue that comes with the tax, but I’m uncomfortable going back to residents without any significant (state level) legislative change,” she said. “If we go back to voters quickly, we need to go back because something has changed — not because this didn’t pass the last time.”

Math Offered For Webster s Prop 1 Didn t Add Up | Webster Kirkwood Times

The April 9 WKT reported that Webster Groves Mayor Gerry Welch was disappointed in the failure of Prop 1, the “use tax.” I’m not disappointed as I generally don’t look favorably on new taxes, especially this one, as I couldn’t make sense of the math. The estimated revenue was $250,000 per year. At the proposed tax rate of 1.5%, that would necessitate over $16 million each year in online purchases by the 25,000 residents of Webster Groves. I don’t see that as remotely realistic. And, that would require 8,300 families in Webster Groves to purchase the threshold amount of $2,000 per year for the tax to apply, just about every home in the city.

Changes Proposed Targeting Infill Housing

The Webster Groves City Council on April 6 extended two public hearings until April 20 on zoning proposals that could impact the affordability of infill housing. The zoning amendments would make it easier to build duplexes in certain areas of Webster Groves and would revise the lot area ratio for a property, which determines how large of a house can be built. Mara Perry, director of planning and development, said the changes would have no impact on SG Collaborative’s proposed redevelopment project in Old Webster. SG Collaborative has applied for a planned commercial zoning  designation for the redevelopment area. The zoning amendments are for residential districts.
