The governors have been meeting through the weekend, and the chair, governor gary herbert of utah, is set to offer closing remarks. Hes also going to talk about his initiative called states finding solutions and improving lives. Were also told therell be a Panel Discussion after that with current and former governors who have served in the senate. President niederhauser, speaker ewes, members of the legislature, attorney general sean reyes, auditor dugal, justices of the utah supreme court, Lieutenant Governor and mrs. Cox and utahs first lady, my wonderful wife, jeanette. My fellow utahns, the utah we know and love today stands on Higher Ground because of the many sacrifices of utahans who have gone before us. Let me begin this evening by acknowledging two of these giants who left us this past year. Former governors norm bangerter and arlene walker. Among governor bangerters many achievements, he deserves great credit foreign creasing Education Funding and improving government efficiency in a time of economic uncertainty. Governor bangerter was a down to earth leader who liked to say he was just an old farmer and carpenter from granger who happened to be governor. We a
Phase three in particular, 630 million towards epaa phase three to include the second agency. We anticipate beginning construction in 2016 of the tcd by tend of 2018. We continue procurement of missiles, continue to deliver missiles to the fleet. We continue the development at a pace of 106 million and that program went through two successful flight tests in 2015. With two intercept tests scheduled later this year and then another intercept test scheduled in early 17. For thad, one unit is deployed to guam in 2013 in response the north korean threat in the pacific area of operations. We continue procuremen of that equipment including 24 interceptors for 370 million request. By the end of 17 it will deliver 61 additional interceptors to the army by tend of 2017 for a total of 205. Shift gears to sensors and space. Continue work on deployment and testing and sustainment of the radars. The air force uawr, total of just under 500 million is requested in this area. We will ask on behalf of the governor and what we are doing on the war on terror and Economic Opportunities and particularly, the role of states going forth. The role of states have a particularly important role, and we would like to foster relationships not only with the white house but also with the congress. You have been focusing domestically and locally on the opioid crisis. Mr. Herbert we have had governors reach out and see if they could help with abuse of all kinds of drugs, Substance Abuse and that is an area where we have significant concern and we recognize that the states are probably best suited to reach out with education aware awareness.
