IPhA, NCPA Back Illinois SB2008, Ensuring Patient Access and Pharmacy Protections

NCPA April 13, 2021 SPRINGFIELD, Ill. (April 13, 2021) The Illinois Pharmacists Association supports a bipartisan bill introduced in the Illinois Legislature by Senate Assistant Majority Leader David Koehler (D-Peoria). Senate Bill 2008 (SB2008) is designed to help correct the imbalance of pharmacy benefit manager power and incorporates patient access and reimbursement regulations. This bill not only has the full support of the IPhA and the National Community Pharmacists Association, but also several other health care advocacy groups, including the Illinois Council of Health-System Pharmacists and Illinois Association of Long-Term Care Pharmacy Providers.   IPhA Executive Director Garth Reynolds will be testifying in support of SB2008 at a hearing on Wednesday, April 14. Law Would Protect Independent Pharmacies From Pharmacy Benefit Managers State Journal-Register, The (Springfield, IL) Independent pharmacies and their customers would benefit under a Illinois bill to be debated Wednesday that would slap major regulations on intermediary companies that control what pharmacies are paid by Medicaid and private insurance plans. It s really to promote a level playing field, said state Sen. David Koehler, D-Peoria, the sponsor of Senate Bill 2008. There has to be fairness to the independent pharmacies and all the customers who need choice. Koehler said Tuesday that the bill, which has bipartisan support and is scheduled for a hearing Wednesday in front of the Illinois Senate Insurance Committee, would build upon legislation passed by the General Assembly and signed into law in 2019 by Gov. JB Pritzker that deals with companies called pharmacy benefit managers, or PBMs.

Illinois pharmacy bill: Helping independent pharmacies is its goal

PBMs contract with state Medicaid programs and private insurance plans to control what those programs and plans pay pharmacies. The proposed legislation in Illinois is part of a nationwide trend of state legislatures exerting more control over what the Illinois Pharmacists Association calls “abusive policies and practices that pad PBM’s profits at the direct expense of health plans, pharmacies and patients.”  The association, in printed materials supporting the legislation, adds that PBM practices are “driving many pharmacies out of business and jeopardizing patient access to essential care.”  Garth Reynolds, executive director of the pharmacists association, said PBM policies steer patients away from neighborhood pharmacies and contribute to “pharmacy deserts” in rural areas and some urban areas.
