지구단위계획에 따라 서울 강남권 개발이 이뤄지면 이로인해 발생한 개발이익의 최대 80%까지 강북에서 쓸 수 있도록 법이 바뀐다. 박원순 전 서울시장이 현대차그룹 강남구 신사옥 글로벌비지니스센터(GBC) 개발에 따른 1조7500억원의 개발 이익을 강북 개발에도 쓸 수 있도록 해야 한다며 의욕적으로 추진한 법이었다. 하지만 법 시행일 이후 지구단위계획부터 새로운 기준이 적용되기 때문에 GBC 개발이익은 모두 강남구에게 돌아갈 전망이다.

국토교통부는 29일 국무회의에서 국토의 계획 및 이용에 관한 법률 시행령 일부 개정안이 의결됨에 따라 오는 7월 13일부터 새로운 시행령이 시행된다고 밝혔다.
