Gov. Mike DeWine signs a bill to prohibit Ohio colleges, universities from blocking controversial speakers Laura Hancock, cleveland.com COLUMBUS, Ohio - Gov. Mike DeWine signed Friday Senate Bill 40, which will prohibit universities from blocking controversial speakers on campus, as well as banning the establishment of free speech zones. The bill, called “Forming Open and Robust University Minds Act” or FORUM Act prohibits the schools and officials from stopping free speech except for restrictions deemed as reasonable and content-neutral or those that provide “ample alternative means for expressive activities. The bill was sponsored by Republican Sens. Andrew Brenner of Delaware County and Rob McColley of Northwest Ohio’s Henry County. Brenner has said the bill was inspired by the University of California, Berkeley’s 2017 decision cancel a speech by far-right commentator Milo Yiannopoulos on security grounds after violent protests erupted.
