efforts. firefighters say they can t be sure. others are worried what the brownouts will mean if a fire like this breaks out in their own neighborhood. i think it s really sad, i m excited to see we have to do that. it s dangerous for all of us. the brownouts make you wonder because i do have a house and it doesn t take much for a house to light up if a fire gets out of control. reporter: still others question why the city is using surplus funds to open libraries instead of extinguishing brownouts. both are important and the budgeting decisions were made after polling the community. i think it s the right decision. the chief is deploying the fire department resources in a way that minimizes the reduction and response times. we re still close to a response time. reporter: but some residents still question whether brownouts are just too much of a risk to take. the fire chief says that if there is high fire danger during a certain week, then the brownouts will be cance
police in san jose are not taking chances. they were out in force as people started celebrating a day in advance. authorities are trying to avoid problems with outof control crowds and vandalism. police arrested 21 people mostly for being drunk in public. business owners are not taking chances. plan on being there an hour or two after to see if the crowd is going to be rough or everybody is going to be mellow. i plan on keeping an eye on my business. we welcome everyone to come celebrate. there s no reason for individuals to fear. the police department is holding a press conference with more information on the plans tonight. kimberly is there to bring us more at 5:30. in vallejo, police are investigating a stabbing that left one man dead and a 45-year-old woman in critical condition. it happened at a olympia park. a fight broke out between the suspects and the victim. officers arrived on the scene. we located two stabbing victims, one male and one female. the male v
gave us the flexibility and the rapid response to identify individuals and address them early. reporter: he says this time around other police agencies that came in to help had a clear direction, a result of a lot of preplanning. we had identified jobs for them. they came in and performed very well. reporter: but it wasn t just training and new techniques that police utilized. they also used new tools. for the first time police officers used high-tech cameras to live stream video back to the command center. the chief, mayor, and others could see what was happening both from the ground and from the air. we had to deploy the field and it sends live feeds from what we see in the field back to our commanders and the operation center so they can see real time what is going on. they had a plan and just, you know, it s when you set out to do something and you want it to work, you organize it. and they had a plan. and the plan worked. reporter: now the police department
bludgeoned to death, one by one by the killer. police forensics investigators have removed evidence from the house. the two-story home is pretty much the way it was, with blood stains on the floors. several law enforcement agencies have given abc 7 the following chronology of what happened that violent evening. they say the suspect knew both le and his wife. le hired him as a plummer to help him with the house last year, sources say the first body was on the first floor. we re told the killer likely murdered vincent s parents, the bodies found here in the garage, then went upstairs and into their daughter s bedroom, bludgeoning her to death. police say he waited for le to come home, his body found in the entry way near the front door. sources say before killing himg r him, the murderer receivered half of le s hand with what is described as a sharp edged weapon perhaps while torturing him, he washed himself the bathroom and washed bleach over door handles to remove fingerprint
