St. Louis County expects step to protect monarch butterfly

Faced with consequences to future road and bridge maintenance and construction, St. Louis County is expected to enroll this spring in a federal program which would create habitat for the rapidly declining monarch butterfly.
The program will set aside 886 acres of roadway right-of-way for conservation measures, including for the growth of milkweed the food source for monarch caterpillars and nectar plants.
