That summer was an incredible summer. The summer of 1964. In those days, most senators didnt have a huge internship program. I was the only intern in the office. My boss was deeply involved in that, as was ted. It was an incredible time to be in washington, but i had been there the summer of the year before on the house side. Got to be at the Martin Luther kings i have a dream speech. I did not hear a word of it. There was a mass of humanity all the way down to the lincoln memorial. Then the next summer, breaking the filibuster on the civil rights bill and it passed. Next summer, i didnt have a job but i went back to visit my friends. And i just happened to hit it on the perfect day. I was sitting in the outer office hoping senator cooper would talk to me for a few minutes. He walked out, grabbed my arm and said i will take you to the capital to see something important. It turned out, that was the day that lbj signed the Voting Rights act of 1965. There i was, not exactly up front, bac
Own question. There is pressure on the side of the hill. You can suggest that members see the causal link going in the other direction, the reason i get elected is because i have a war chest. And that is one way to combat it. It is the sign of the times when the word primaries becomes ever. I might get primary did. Pimrimaried. Before they are freshmen, they sign a leadership pact. Why . Because members are getting dubbed a certain amount depending on their role on the committees and so on. This is increasing pressures for raising more and more money. One more implication of the nationalization of Congressional Election that john referred to is that it is harder for members and income when they vote for members in the apposite party. When you look at it over time, it is a fairly unremarked upon trend. What grew substantially into the 50s and 60s is basically down to what it was before the increase. There is still a small income and see advantage but it is much smaller they are in it us
Have gone up by 2 to 3 percent each year. Here is the average bill, the pronouncement again is much smaller again because water consumption assumption has gone down. Interesting again just the components of the sewer bill. You have your 24 7 operations, your revenue funded service. The commission has only taken action on phase i, but we have included in all of our projections here if there were an approval on phase ii and phase iii just so you know phase ii and phase iii are included in our cost projection. Heres the combined story. The combined story again is water and sewer together, the rate changes once you look at both of them combined are going from what we had told you last year of right around 10 percent to between 10 and 12 percent a year. Again we will bring these rate changes back to you in the next 2 to 3 years once we have our retail cost of Service Study and in the interim period between now and then we will work on bringing these rate changes down as much as we possibly
The average bill goes down. You will see in the far right column compared to 3 years ago and the second to the right column compared to last year folks are using between 5. 2 and 5 1 2 units per month, that has translated into lower costs for them. Thats an important point to make. Even though there are higher rates that were projecting in later years, that is currently being offset with lower useusage. I have a question on that. So the refunding of the bonds thats going to happen, will that affect these numbers yet again . We have included an assumption. The actual data from the actual sale will firm those numbers up but we have included an assumption in here on that. This just shows that over time, 24 7 operations and revenue funded capital and debt service is trending up, but debt service is the larger contributor in terms of the growth of the cost of the average water bill. Thats the top piece of this chart. Wholesale, as i mentioned whole sale customers, we sent them a letter in j

Hi, my name is Maria Robertson and i am here today to request that the plan to put a sewer overflow tank at the corner of folsum and 17th street be reconsidered. It was up for consideration a year or so ago because of the flooding that constantly occurs at folsum and septemberth street but it was tabled and i am here to request that it be inaudible . The microphone is not working. The solutions that have been put forward and offered to us at that area or in that area of San Francisco are not functioning. The flood barriers d
