president in his word to me that joe manchin made that commitment and he went back on it and i think, you know, i ll tell you i was incredibly disappointed and i think when i put out that statement, maybe that caught his eye because he knows that s not something i generally do. but i do think it s important to tell the truth and i try to do it in a way that is respectful of people but also respectful of the truth. i m not going to sugarcoat anything. i m not going to lie about what is actually happening and i wanted people to be clear that there was a commitment. i still believe that, lawrence. the president told me that and actually, joe manchin didn t say that there wasn t a commitment to that frame work, either. he actually did say that there was a commitment to the frame work. and so i think we just have to be real about that because it affects how we negotiate going into the future. so if joe manchin wants to be taken seriously, then we have to
senate would take the bill and our colleagues would convince him of those things and if we could get him on board, great. out otherwise we would pass the frame work. my hope that is where we can still get to. i reached out to senator manchin because on the call we had. he called me. i didn t ask for the call. he called me and i was happy to take his call. i said i m going to send you the frame work that the president said you committed to and you tell me whether you committed to those or not. you tell me so we can understand where we re working from. i hope that we go back to somewhere between the frame work and we get this passed as soon as possible. i m an optimist and happy to be
senator manchin had committed to the frame work that president biden unveiled for cop26 and senator manchin committed to the frame work. the president said this is the thing he s committed to. it was less than what we wanted but i actually was able to get the entire progressive caucus to endorse the frame work because we all feel so desperately urgent about getting child care to women that need it. getting insulin to people that need to pay $35 instead of $1,000. getting universal prek. getting hearing aids to seniors and taking on climate change, housing. so many things in build back better. and so we endorsed that frame work and proceeded understanding that is the frame work that would be translated into legislation and pass the senate with 50 votes including senator manchin s. i went through all of that with senator manchin and said how
build back better act and say what specifically in the house bill doesn t matchup with what manchin did commit to in the frame work and to say what specifically in the frame work he did not commit to and does not support. manchin of course would reject this conception of the situation arguing he didn t commit to the frame work. the united mine workers of america that named joe manchin last year urged manchin to support the bill, the coal miner s union sites their support for the bill s benefits including very important extension of the fee paid by coal companies to coal miners suffering from black lung. that expires at the end of this year and also, tax incentives to encourage manufacturers to build facilities in coal country. the union writes we urge senator manchin to revisit his
had a compromise, progressives compromise. we were as you know 3.5 trillion. we lost a lot of our priorities like free community college, dental, vision, hearing. we compromised. senator mansion compromised, as well. that was the frame work. let s get that frame work passed. you think senator mansion would vote for it if they put a vote on the floor, to the floor? i think if the president addressed the american people or came on your show and he said, this is my bill, this was the compromise, i had the commitment from 50 senators when i went to the house and anyone that votes against this is voting against my agenda and commitments they made to me, i think there is a good chance. can i guarantee it? no. i think the president needs to lead. he s been very, very patient. he s been very solicited of opinions but had a commitment and deal and it s time to have a vote. i hope he s listening or his representatives because we d
