Mr Museveni was meeting senior police officers led by the Deputy Inspector General of Police, Gen Paul Lokech, at State House Entebbe over the weekend. “I have strongly warned them against involvement in corrupt practices. Corruption in the Police Force should stop,” Mr Museveni tweeted on Sunday. This comes at a time when police have been named the most corrupt government institution in the findings of the Fourth National Integrity Survey report 2019/2020 that was released last month.

Police most corrupt says IGG, UBOS report

Daily Monitor Friday February 26 2021 Police have been named the most corrupt government institution in a separate joint survey by the Inspectorate of Government and Uganda Bureau of Statistics (Ubos). While presenting the findings of the Fourth National Integrity Survey report 2019/2020 in Kampala yesterday, Mr Vincent Fred Ssennono, the Ubos principal statistician, said 70 per cent of respondents in 128 functional districts at the time of the survey, named the regular police as the most corrupt. Within the Force, the traffic police was named most corrupt by 67 per cent of the respondents followed by CID (57 per cent). The report names the courts and land tribunals as the second most corrupt based on testimonies of 53 per cent of respondents while land offices were also named corrupt by 53 per cent of respondents.

Inspectorate of Government proposes tougher penalties

The punishments are contained in the Fourth National Integrity Survey Report, 2019 that was launched yesterday in which the IG urges the Directorate for Ethics and Integrity to initiate amendments to the Anti-corruption laws that will among other things; have all funds recovered from the offender and have them barred from ever holding a public office. The Deputy Inspector General of Government-IGG, George Bamugemereire says in the meantime anti-corruption agencies should sensitize the public about what amounts to the real negative impact of corruption. He says this is because according to the survey, bribery was cited as the most common form of corruption at 93% yet the real impact of the vice on the economy is from embezzlement and causing financial loss in multi-billion projects.
