INDIANAPOLIS A fourth officer has been indicted by a U.S. District Court grand jury investigating allegations of excessive force by the Muncie Police Department.
Also named in the new indictment is officer Corey Posey, 28, accused of writing a false police report and charged with obstruction.
The revised indictment adds new allegations related to excessive force and false reporting against Winkle, 34, and Gibson, 30.
Winkle is on administrative leave from his police duties without pay, and has also been suspended by the Muncie Police Merit Commission.
He is now charged with five counts of depriving five different arrestees of their rights to be free from excessive force, as well as two other arrestees, according to a release by the U.S. Attorney s office.
