My cohost and digital producer, wajahat ali is here bringing in all of your feedback. Waj, one of the largest segments of the shared economy is sharing a room in your home, renting out a room or your entire home, and we were talking about this earlier. Its kind of a weird concept. Im the paranoid son of immigrants. I dont even want my family members staying with me. To have a stranger live in my room, seepsubious, but. Yeah, indeed. Which goes back to what we were saying about lending your house to a stranger. Would you do that . Or lend your car . Or how about leave your dog with someone that you just met on the internet. Average citizens are turning to just that. Its called the sharing economy. People with stuff that they are not using rent it to people who want it, and it has evolved into a 26 billion a year industry. Everything from a 12,000 handbag that can be yours for an evening for 100 bucks, to a weekend surfboard, 2hour lawn mower, or your very own dog for an afternoon. Its a
Becoming a broadcasting network, essentially. How do they play into this . They are very into their devices, they want you to use stuff on that. Are they going to become the Cable Company eventually . Tim there will be a massive fight for content and services. I think devices and networks have the potential to get massively commoditized if i took everyones phone and taped it to a wall and we all stood 20 feet away, you would have a hard time telling the difference between a phone content is something that drives differentiation over time. When you look at things like sports rights or the live content stuff coming out today, there will be a really, really significant amount of investment in content. It will require similar investment in the advertising side. Media will change this is the year we are going to hypermedia. The companies in this room have the chance to benefit but you have to hustle. Kara who will suffer most in that transition . Tim any company that doesnt seachange as a w
Of the future. Weve adopted that as a way forward. We interact quite a bit with leadership and Law Enforcement, and the stone Garden Program that Congress Gave us several years back after the department was created is a very useful tool for us and is very well thought of by state and local. Could you give me your assessment of Border Security in the indian reservation, for example. I dont want to single those out. With the reservation compared to others, areas on the northern border, would you say its equivalent, better, worse . Im not aware of any deficiencies we have specifically. How about with the park . Glacier National Park . Same. We have an ongoing working relationship to be present and understand their concerns as well as being present on the border and patrolling. So the need for additional tools and i dont want to put words in your mouth. Need for additional tools, youve got it with operation stone garden, with the park service relationships, memorandums, whatever . Correct,
Way to move the ball forward. Other members of the panel i dont know if anyone would like to comment on the clarity of the language. I would say while we recognize the preventy of it to simply say, go act reasonably, thats a negligent standard. Were all under a duty to act reasonably in our daily lives and not be negligent. When youre facing a threat of this nature, to have the congress say, hey, act reasonably, i think thats underwhemg as a standard and expectation as we enter the age of cyber battles. I would agree, particularly when youve got a road map thats worked for 16 years in another industry that you can lean on. Id like to talk a little bit about how unreasonable delay works in the real world. Theres talk about whether a notice should be immediate could you put some specific time frame on when a reasonable notice would occur. Could anyone on the Panel Comment on whether its realistic to require a company to notify consumers within a specific set of days . I think the challen
Yes, sir. What im trying to say is its a challenge in a sense that that in the way the budget is structured. Uh just talked in my opening remarks. These are undergoing operational assessment right now. Our two organizations sat down, and tried to put in the budget on my side ready for acquisition in that time frame and delivered in that time. And the cost is the acquisition and maintenance of that. I frankly doubt that the budget that he put in will get get approved. Its the way the structure, the budget is structured. Being an operational department, cbp have many urgent needs. And if otaa come up and ask for budget for a possible technology that may or may not be successful three years from now, it doesnt come as a very strong argument against other very urgent needs. So the problem of what we call wedging the budget, if we dont do that, then, of course, theres no smooth transition. To deliver a technology in fy 18, if by that time we pass all the assessment, and lets say obp asks, m
