The warmer weather has saved the des moines public works dept. 50,000 so far. That is the equivalent of 2 days of snow removal. They have spent just under 1000 on treating the roads. The warmer weather helps apply the treatment and does a better job of deicing when the first snow falls. They plow if 1 inch of snow falls. The annual budget for snow removal is 3. 2 mil. While this time or warmer weather helps, Officials Say materials will get used sometime this year. Theyve seen this before and it doesnt mean it will be a warm rest of the winter. This can be done with the consent of congress or it can be done passively by attaching it to a bill that has to be passed. Would the president want some kind of congressional approval . I am not going to guess what kind of approval is requested or required based on military action that hasnt in ordered.
