Opinion: Compound risks and complex emergencies require new approaches to preparedness

Because the coronavirus disease 2019 (COVID-19) emergency is a protracted crisis that entails waves of infections over several months, the pandemic will inevitably continue to collide with other social and environmental shocks and disruptions, leading to increased risk of compound disasters (1). Globally, we have seen both extended and acute periods of stress on social and government systems driven by the COVID-19 pandemic as well as other natural and social hazards. When coupled with economic shocks, political fragility, and conflicts, these multiple stressors become concurrent drivers of complex emergencies that severely challenge domestic and international emergency response. Somali Shock Responsive Safety Nets (SRSN) learning event Format Somalia’s Ministry of Labour and Social Affairs (MoLSA), the Ministry of Humanitarian Affairs and Disaster Management (MoHADM), the European Commission’s Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO), the Technical Assistance Facility (TAF) and the Somali Cash Consortium held a learning event on Shock Responsive Safety Nets on 19th April 2021. 50 people attended the event hosted by the Somali Cash Consortium in Mogadishu, Nairobi and online. The learning event was the culmination of a 12-month pilot project during which the learning partner Humanitarian Outcomes Ltd, captured learning and feedback from participants on Shock Responsive Safety Nets in Somalia.

Ethiopia: Flood - Early Action Protocol summary (EAP2021ET01) Format The IFRC Disaster Relief Emergency Fund (DREF) has approved a total allocation of CHF 350, 000 from its Forecast based Action (FbA) mechanism for the Ethiopia Red Cross Society. The approved amount consists of an immediate allocation of CHF 101,777 for readiness and pre-positioning and CHF 248,223 automatically allocated to implement early actions once the defined triggers are met. The FbA by the DREF is a Forecast-based Financing funding mechanism managed by the DREF. Allocations for the FbA by the DREF are made from a separate financial component of the DREF (MDR00004) and do not affect the reserves of the DREF appeal code MDR00001. Unearmarked contributions to the FbA by the DREF are encouraged to guarantee enough funding is available for the Early Action Protocols being developed.

The approved amount consists of an immediate allocation of CHF 79,215 for readiness and pre-positioning and CHF 157,751 automatically allocated to implement early actions once the defined triggers are met. The FbA by the DREF is a Forecast-based Financing funding mechanism managed by the DREF. Allocations for the FbA by the DREF are made from a separate financial component of the DREF (MDR00004) and do not affect the reserves of the DREF appeal code MDR00001. Unearmarked contributions to the FbA by the DREF are encouraged to guarantee enough funding is available for the Early Action Protocols being developed.
