The library, built in the late 1970s/early80s, was built on stilts because the ground level is barely above the floodplain. Now, in the 21
st century, when flooding is even more prevalent than ever before due to the warming climate, it was proposed to build an underground parkade in this same floodplain. How is it possible that anyone would make this proposal and then it be approved and then wonder why it is costing two or three times as much as the original estimate?
