Phipps exwife and two daughters hired an attorney. Today she called for a criminal and a civil investigation. Not only the outdoor picnic at the park here but also in the way that police handled the search, which went on for a few weeks. According to the family here, last month the whitmore House Assisted Living Center took phipps and a group of other elderly residents to a picnic at watkins regional park.
