Queens developer accused of jilting Chinese investors hoping for green cards

Flushing-based developer Richard Xia of Fleet Financial Group stiffed a group of Chinese nationals who invested $1.65 million in his massive Queens development project in exchange for green cards, a lawsuit filed Tuesday in state Supreme Court in Manhattan claims.
Investors Xinyu Liu, Liang Zhang and Xinguang Wang each put up $550,000 for Xia’s project between 2014 and 2016 through two funds for the $190 million Eastern Emerald development, where they expected a 498-room luxury hotel, a 294-room hotel, an international convention center, a performing arts center and retail space.
