But it doesnt address the logjam in finding qualified attorneys to represent Death Penalty cases. Essentially what were getting is a process more vulnerable to mistakes, because attorneys that are not experts on doing this kind of litigation that is very specialized are going to have to start doing it. Reporter the California Supreme Court today, dan, overruled a constitutional challenge to prop 66, the Death Penalty initiative passed by voters last november that was supposed to speed up the Death Penalty process. Californias 750 inmates on death row wait an average of 16 years for a qualified attorney to take their appeals case. It can then take decades for the case to pass through the appeals process. They say great droughts are replaced great floods. The heaviest will be late morning, early afternoon. Wind advisories out. Heaviest rain to the south but we will get bands rotating through. Im leaning on again about 8 00 a. M. To 2 00 p. M. And then it should start to taper off. The heaviest rain in Southern California. High wind warning out from about watsonville, Santa Cruz Mountains south but gusts 45 to maybe 50. Southern california will get hammered. We will get our fair share. Still moderate to heavy bands moving through are steady. Concord over to marin in fairfax up to napa there. Are some dry areas beginning to move through. Certainly in the Santa Cruz Mountains.
