Hell travel to brussels later this week to try to find a breakthrough. After todays conversation with the European Commission president , the two leaders said the conditions for finalising an agreement were not there, and eu leaders sounded increasingly pessimistic. Id like to be giving more positive news but at the moment, these negotiations seem stalled, and the barriers to progress are still very much in place. With the talks essentially exhausted, what can the Prime Minister hope to achieve in person that has eluded the negotiators for months .
