1. Background
The International Legal Assistance Consortium (ILAC) is a rule of law organisation comprising professional legal associations, NGOs and individual legal experts from more than thirty countries. Gathering its members’ legal expertise and competencies from various contexts and legal traditions, ILAC works to strengthen the rule of law, empower legal professionals and ensure equal access to justice for all where people’s justice needs are the greatest – in conflict, crisis or transitions to democracy – through justice needs assessments, programme coordination and international policy dialogue.

Background:
Goma and Bukavu have seen rapid urban growth over the past fifteen years as a consequence of conflict in rural areas driving people towards perceived safe havens in urban centres. However, in both cities the availability of clean water and sanitation facilities have not kept pace with the increase in demand as a consequence of a multitude of factors including lack of investment, poor management of existing infrastructure, restrictive legislative codes on management of the market, and poor hygiene practices. Cumulatively as a result; water borne diseases such as diarrhoea are rampant – leading to high incidences of child mortality. The cost of easily accessible potable water remains prohibitively high for most families – and women and girls continue to suffer from sexual harassment or assault when travelling long distances to collect it, in addition to missing out on education and economic opportunities.

The Alliance for Financial Inclusion (AFI) is the world s leading organization on financial inclusion policy and regulation. Currently, 100 member institutions make up the AFI network including central banks, finance ministries, and other financial policymaking or regulatory institutions more than 88 developing countries and emerging markets.
