new satellite images showing the damage from above. but despite that today russia says it is starting to resume some car and train service there. let s go to cnn international security editor nick paton walsh live for us in ukraine. the message ukraine is sending with this latest attack? reporter: yes, we don t have public recognition from ukraine they were behind this but russian president vladimir putin recently heard from the head of his investigative committee they believe the ukrainian secret service or special services were behind this attack with the assistance of some foreigners. they referred to it as a terrorist attack on the civilian infrastructure of russia. now obviously i should point out while civilians do use the bridge, it has been used to deliver supplies and equipment for russia s invasion of ukraine. clearly a move of significant public issue for vladimir putin. he s called tomorrow publicly he will be meeting with members of his security council. that i
thank you very much. thank you very much. griff: from the other side of the aisle we re joined by congressman from california, and on the committees. congressman garamendi. i want to pick up where congressman johnson left off. here we are fema arriving two weeks later. are you satisfied with the federal government s response so far? well, let s talk about fema. there s a process, a legal process, that process begins with the local government and then the state government and then fema. the state government has to request or has to actually set up a disaster declaration and then request fema to arrive. as i understand it, the governor did that in the last day or two, and now fema is there. there s a legal process that s underway. so i m not at all concerned that fema wasn t there early because the governor hadn t asked fema to be there. now with regard to the other
fema assistance office and fema wasn t able to give her much help. take a listen . we have mortgages. we have a mortgage we need to return. we have no way to return it from. fema doesn t offer businesses anything and what the department of business is offering are just loans. on top of the loans we have, on top of the debt, we have no way to deal with that. we have to take more loans. i don t know how we re getting out of it. that s the situation small businesses are in right now. reporter: fema isn t offering much help to small business owners. they re told to go to the small business administration but they re offering loans on top of the loans to help small business owners stay afloat. they also had damage at their own homes, at their properties there. take a look at images of the
