The Federal Data Strategy 2020 Action Plan outlines a broad agenda for federal agencies leveraging data as a strategic asset. It offers a 10-year vision for how the federal government will accelerate the use of data to deliver on agency missions, serve the public and steward resources while protecting security, privacy and confidentiality. The FDS’ goal is to fully leverage the value of federal data for mission, service and the public good by guiding agencies in practicing ethical governance, conscious design and a learning culture. The strategy outlines 10 principles, 40 practices and 20 specific, measurable actions, ranging from ensuring relevance of the data, using data to guide decision-making and publishing and updating data inventories.

Under the Industries of the Future Act, Congress proposes to spend $10 billion on artificial intelligence, quantum computing and 5G over the next 10 years. Further, the recently released National Security Commission on Artificial Intelligence report highlights how the AI revolution will impact the U.S. economy, national security and welfare.
Recognizing the significance of these groundbreaking technologies is an important first step, but now comes the difficult job of unlocking value commensurate with the investment being made. This will require new thinking about the management and delivery of use cases that are in the best public interest. Now that emerging technologies are leveraging computing power, network capacity and AI methodology, there are three key measures that will maximize citizen value.

Better integration of three of the federal government’s main strategies use of cloud, open source software (OSS) and open data – would collectively benefit their progress, a new report found.
“Integrating strategies around open government data, OSS, and cloud computing will help make government information more available to the American public, ensure that government decisions are driven by evidence, and increase the efficiency and lower the costs of government operations,” according to “Aligning Open Data, Open Source, and Hybrid Cloud Adoption in Government,” a report the IBM Center for The Business of Government released May 5 in collaboration with the Center for Open Data Enterprise.
