New draft development plan for Kilkenny to go on display Council says it s intended to maximise opportunities for engagement with the draft plan Reporter: );   ); A draft of the new Kilkenny City and County Development Plan is to go on display later this month, sparking off the next phase of public consultation. The draft plan will be on public display from December 22 up until March 22 next year, during which time submissions will be invited. Kilkenny County Council has said it is intended to maximise opportunities for engagement with the draft plan, subject to Covid-19 restrictions, as resources allow. It will include public webinars, and there will be numerous ways to make a submission, including in writing, via email and through the online forum.
