begins. john is in san rafael live at fourth street. john? reporter: well, the whipped and rain have been off and on all evening. right now we hit a little bit of a lull but there are power out annuals. car accidents and plenty of xwushing raging water. the fairfax creek is roaring tonight. it s still a long way from flood stage but it has the attention of wendy who lives alongside the water at the edge of the country club. appeals to a side of me excited about nature and there s that side of it but then there s the other side of me that realizes it s fairly close to my living space. so it s a little mixed actually. reporter: storm water gushing out of a municipal drain right next to the creek bank near her house. you can see when you lack over there it s eroding the tree and the bank so i m concerned over time what that might mean to the hillside and to my home. reporter: in larkspur betty water cooking with gas. the only utility that was working around dinner time. h
