Our lineup today is a real testament to the importance of this issue to this administration and to president obama. Nearly one in three americans has some type of criminal record that creates barriers to employment, housing and many other pathways to opportunity. Some americans with criminal records are even barred from casting a ballot which denies the right to participate in our democracy after they have paid their debt to our society. The impact of these barriers goes beyond those previous convicted of a crime. Criminal records are a family sentence. In fact, they have found that nearly half americans children now have a parent with a criminal record. Study after study has shown that the barriers associated with the parents criminal record can severely limit the childs opportunities and lead to worse

The concessional loans for the poorest countries are focused are zero interest with a 40 year maturity. That has not changed. For some countries, especially the very poorest, we still provided grants. The fees have only change for a very small percentage of countries. We are very grateful because they had to approve that. As you can imagine, it was not an easy conversation. We take this as a vote of confidence that despite the increase of cost, these countries are ready and willing to pay best because they like what they get from the world bank group. In terms of intermediaries, it has been one of the strategies that we have used in terms of making access to finance and reality.
