Police say a man found dead in his San Antonio Housing Authority apartment may have been there since the winter storm. Officers performing a welfare check at the Fair Avenue Apartments on March 5th found the body of Robert Shumacker in apartment 413. He was lying on the floor near his bed. Shumacker reportedly had been dead for more than a week in a hot room with the oven and heaters turned on. The housing authority says the power and water went out during the storm, but Shumacker declined an offer to evacuate to the convention center. He reportedly had several diseases.
