The Los Angeles Police Commission has found a fatal shooting by an LAPD officer earlier this year partially violated LAPD policy.
The panel found the last two shots fired by Officer Toni McBride at 38-year-old Daniel Hernandez, her fifth and sixth rounds, were out of policy. Hernandez was already wounded and on the ground by then.
The finding differed from Chief Michel Moore s recommendation that the commission find the entire shooting within policy because McBride feared for her life and those of nearby bystanders. She opened fire on Hernandez as he advanced on her with a boxcutter, ignoring her repeated commands to drop the weapon.
Coronavirus: Contact-tracing apps can now work on older iPhones

Apple has updated one of its earlier operating systems so the UK s contact-tracing apps can now function on older iPhone models.
In theory, the apps are now able to work on the iPhone 5S, launched in 2014, and 6, launched in 2015.
The developers of the three apps - for England and Wales, Scotland and Northern Ireland - will also have to make upgrades, however.
And the changes they need to make are unlikely to be ready until January.
Apple announced the update on its website, saying: iOS 12.5 lets you opt in to the Covid-19 Exposure Notifications system for your iPhone.
iOS 12.5 Brings COVID-19 Exposure Notifications to Older iPhones

Apple has now launched iOS 12.5 for older iPhones. The update’s highlight is that it brings COVID-19 Exposure Notifications support to older iPhones that don’t support iOS 14. Many people still use older devices like the iPhone 6, and the new update brings COVID-19 exposure notification for these devices.
Apple says the iOS 12.5 update also bundles “security updates” and is thus recommended for all users. Typically Apple releases updates to older iPhones/Apple Watch to fix security issues or add essential features like the COVID-19 exposure notification.
