公民投票是否開放不在籍投票，目前已由行政院跨部會完成審查，將提報行政院明天召開的院會通過，行政院決定訂定專法，將中選會提報的「公民投票不在籍投票法」草案，名稱修正為「全國性公民投票不在籍投票法」，政院考量民眾因工作或就學等因素，不便返鄉投票，將開放本國境內的移轉投票，但必須事先向相關機關提出申請，亦即現階段將先開放本國境內的異地跨縣市現場投票。至於人在國外的不在籍投票、網路與郵寄的通訊投票，因恐有舞弊、資安等風險，都不開放。對此，政院官員今天下午表示，中選會提報的草案，僅開放本國境內的移轉投票，沒有提報人在國外的不在籍投票部分。
