The Commission on Elections (Comelec) is discussing the possibility of placing the Third District of Negros Oriental, the locality formerly represented by expelled Congressman Arnolfo “Arnie” Teves Jr., under its control for the December 9 special elections, poll body chief George Garcia said Friday.
