　　从实行一孩政策到如今的“少子化”，我们仅用了不到40年的时间，与此同时，我国人口老龄化日益加重，预计“十四五”期间我国人口将进入中度老龄化阶段，2035年前后进入重度老龄化阶段，这将对经济运行全领域、社会建设各环节、社会文化多方面产生深远影响。 　　2016年底，我国60岁以下老年人口首次超过14岁以下青少年人口，这是“少子化”的开始，也是老龄化的进一步加剧。2020年第七次全国人口普查主要数据显示，我国0-14岁人口为25338万人，占17.95%；60岁及以上人口为26402万人，占18.70%。目前我国老年人口占比已明显超过青少年人口占比，究竟是老龄化导致少子化、还是少子化导致老龄化？我认为，问题源头主要在“少子化”。少子化”是“老龄化”的另一面，今天党中央、国务院正在依法破解这一难题。 　　1980年9月，全国人�
