The man was wanted in connection with the fatal December 2022 shooting of Luis Ramos, of Chicopee. He's been arraigned on a murder charge and is being held without bail.
Evdyele Oniel Pabon Flores surrendered at Holyoke District Court Thursday and was arraigned and charged with the murder of 49-year-old Luis Ramos on Dec. 7, State Police spokesman Dave Procopio said in a statement.
