debate have been going on. reporter: i just stepped out of the meeting, the decision could come down in several minutes or in several hours. a crowd descended upon oakland s city hall by the full council. 143 people signed up to speak about the plan surrounding the redevelopment of the old army base. so what i m asking is that we close all the loopholes pertaining to local hire, to be oaklanders to be first. reporter: a ban on the box that asks job applicants about their felony records. to put on a five year felony probation and i can t really apply for jobs with that felony on my records. reporter: council members pushed the developer for special consideration but all week there has been push back as the developer bought. there s a great deal of sensitivity. reporter: up to the start of the meeting negotiations continued as potential loopholes tightened. it s not over until it s over but it s good to see that there was me negotiation and making sure these j
