andy, thank you. thanks for joining me. i m paula reed in for fredericka witfield. we begin this hour with the u.s. announcing new actions in response to russia s, quote, barbaric and inhumane war in ukraine. vice president kamala harris and the secretary of state meeting with world leaders at the munich security conference today, formally declaring russia has committed crimes against humanity. nick, what are you hearing on the ground? reporter: there is support here in europe sharing that view that russia is committing these crimes against humanity. i think it was encouraging for the audience here in europe to hear that accountability will be held. there is a sense in europe that they need to build a system and a mechanism here in europe and there s talk about doing it in the hague in the netherlands, a traditional place where leaders can be held to account. they have been historically in the past. i think the vice president s words resonating. this is exactly how sh

macron s approval numbers are in freefall so he s calling out european ultra-liberals for failing to look after working people, calling for the creation of a quote, true european army to provide for the protection of europe. the president didn t like that one bit, calling macron s comments insulting, saying europe should first live up to its nato commitments before building in a new military. listen here. we re getting along from the standpoint of fairness and i want to be fair. we want to help europe and it has to be fair. right now the burden sharing has been largely on the united states, as the president will say, and he understands that. reporter: macron s comments initially appeared to be within the context of statements that he has made before about europe not being able to count on america rushing to its defense in the future. during that bilateral meeting, macron said no, this is more about europe sharing part of the burden. listen here. it s unfair to have european
