The European Union is proposing to ban coal imports from Russia in a direct response to reports that Russian forces committed apparent war crimes in Ukraine, European Commission President Ursula von der Leyen said Tuesday.
Retreating Russian forces were creating “a complete disaster” outside the capital city Kyiv as they leave mines across “the whole territory," Ukrainian President Volodymyr Zelenskyy said.
In little over a month since Russia invaded Ukraine, the EU spent more than €21 billion on Russian fossil fuels, including €13 billion on gas, according to the Centre for Research on Energy and Clean Air (CREA).
