Toronto's city council voted to allow townhouses and small apartments on most major streets Thursday, which city staff say will open up more opportunities to build housing.
The 60-unit development, meant for people leaving homelessness, was long contested by a group of community members. The Bayview Cummer Neighbourhood Association said the development could not exist on the same property as Willowdale Manor, a four-storey Toronto Community Housing Corporation (TCHC) apartment building.
