Joe Biden took office as President of the United States on Wednesday following a presidential campaign dogged by controversy and resistance from his predecessor. Mr Biden will be sworn into office this afternoon and immediately begin work according to aides. Incoming White House press secretary Jen Psaki said of Mr Biden: He wants to roll up his sleeves and get to work as quickly as possible.

Democrats now control the White House, Senate, and House of Representatives for the first time in a decade, albeit with razor thin Congressional majorities. The last time, in the 111th Congress (2009-2011), House Democrats passed a carbon cap and trade bill, but it died a quiet death in the Senate after failing to muster the 60 votes needed to overcome a filibuster threat.
