神奈川県鎌倉市で4月、江ノ島電鉄（本社・同県藤沢市）の線路を横断しようとした小学生が電車にはねられ、一時意識不明の重体に陥る事故が起きた。現場は遮断機や警報機のない「勝手踏切」と呼ばれる横断箇所の近く。江ノ電にはこうした勝手踏切が89カ所あり、たびたび事故が起きている。なぜ危険な勝手踏切が存在し続けているのか。取材してみると、あまり知られていない歴史が背景にあることが分かった。
事故は4月26日朝に発生した。県警鎌倉署によると、近くに住む小学3年の女児が、稲村ケ崎―極楽寺間を時速35キロで走行中の藤沢発鎌倉行き普通電車（4両）にはねられ、頭などを強打した。女児は母親と一緒に線路の先にあるごみの集積所に行き、ごみを出した後、「先に帰る」と告げて帰りは1人で横断したという�
