CONTRACTOR Emile Elias has been charged with two sexual offences against a minor and will appear virtually before a Port of Spain magistrate on March 24.
The 84-year-old was charged late Wednesday night with sexual grooming and sexual penetration of a minor.
According to the charges, Elias, owner of NH International, which has several contracts with the Government, is accused of meeting with the 17-year-old girl between September 1 and November 30, 2019 with the intent of grooming her for penetration.
Elias is also a past president of the Family Planning Association.
On November 21, 2019, it is alleged that Elias, of Fairways Maraval, penetrated the child. The offences are alleged to have taken place at his office at Long Circular Road, St James.

One local contractor does not believe the increase in cement prices from one local supplier will have significant negative impacts on the construction sector.
NH International executive chairman Emile Elias said the new prices of Rock Hard Distributors Ltd posed no threats to the cement supply and Trinidad Cement Ltd (TCL) can fill the gaps.
He told Newsday on Thursday, “There is nothing that Rock Hard cement either does or can do that will impact on the local construction sector. They are a peripheral player and some of the allegations they made against the government are simply not true.
NH gets new CEO
Kit Kennedy is the new CEO of construction company NH International.
In a statement, NH said Kennedy’s appointment would be effective from January 6.
He succeeds John Connon, who retired on December 31.
Kennedy is a project management specialist with 30 years’ experience managing diverse construction and renovation projects across the Caribbean. He brings significant expertise in the planning, monitoring, execution and close-out of projects and in leading high performing teams, the statement said.
Kennedy has an MBA from William E Simon Graduate School of Business Administration, University of Rochester, with a specialisation in finance and strategy, and a BSc in civil engineering from UWI.
