Intelligence after some rough spots has actually been quite effective. So, i wouldnt change that. Heres what i would do. We talk a lot about private public partnerships. We do not do them very well. We our National Security sits on a bed of privately held assets and we have basically left those privately held assets on their own. There are a couple of mandates here and there. But we dont protect we dont protect them, and we dont utilize them in a real partnership. We have to get over the notion that private is private and public is public and figure out mechanisms by which we can help each other in both sectors. We have been miserable at it and that has caused all manner of vulnerabilities in our society that i think could be fixed if people who are experienced and people of goodwill put their minds to it.
