The fccs funding is offset by fees that does not minimize our duty to insure that the agency is operating effectively, and that the funds are being spent responsibly. This is especially important since the fees are passed on to the consumer. The impact is critical in Rural America. Communities in my state of West Virginia have been hard hit by job loss. Women are impacted by conflict in different ways than their male counterparts. Sex slavery impacts women as an incomegenerating business. Women need to be able to play a major role in addressing this and finding solutions to combat it. Women control large segments of the economy. Women are the sole income earners in onethird of all households worldwide while their husbands are soldiers, they are running the markets and schools and public institutions.
