BEIJING (Reuters) - U.S. electric vehicle (EV) maker Tesla Inc plans to add facilities at its Shanghai factory to repair and reproduce key components such as electric motors and battery cells, a document submitted by Tesla to Shanghai authorities shows.
China, the world’s biggest car market, sold over 1.3 million electric and plug-in hybrid vehicles last year. China’s regulators are adding rules on recycling of key EV components to save materials and protect the environment.

WASHINGTON (Reuters) -Three Democratic U.S. senators on Monday said they are introducing legislation that would require U.S. regulators to mandate installation of driver-monitoring systems to ensure motorists pay attention while using systems like Tesla’s Autopilot.

Senators Ed Markey, Richard Blumenthal and Amy Klobuchar introduced the measure on Monday, saying they hope to get it included as part of infrastructure reform legislation. The National Highway Traffic Safety Administration has opened 28 probes into Tesla crashes to date, with 24 pending, where Autopilot was suspected of being in use.
The measure also requires the agency “to study how driver-monitoring systems can prevent driver distraction, driver disengagement, automation complacency, and the foreseeable misuse of advanced driver-assist systems.”

NEW YORK, April 22 (Reuters) - U.S. stocks dived on Thursday on reports President Joe Biden planned to almost double the capital gains tax, news analysts said provided an excuse to take profits in a directionless market ahead of big tech’s earnings next week.
The three main indexes on Wall Street also fell on reports that Biden planned to raise income taxes on the wealthy, a proposal some said would be hard to pass in Congress.
“If it had a chance of passing, we’d be down 2,000 points,” said Thomas Hayes, chairman and managing member at hedge fund Great Hill Capital LLC.
