james clapper saying yes, there was a difference between having a healthy skepticism borrow rowing vice president elect pence s case. you have your ear to the ground with the intel community. what do you make of that response? well, i think james clapper is in the delicate position of the final days of his tenure. what i m hearing brooke is first of all i was in cia myself for a very long time. people have to understand it is a very resillant organization. i myself served under seven presidents. these are career people. not political appointees in the work force so they will deal with any president who is elected in the oval office and be loyal to them. they re obviously not in it to
truth and integrity. reporter: as they wait for the intelligence report on russia. i would suggest to those who have not yet seen the report and mott been briefed on it that they wait and see what is being put forward before they make those judgments. reporter: vice president elect pence is backing up his boss. i think he has sincere skepticism about intelligence conclusions. has donald trump ex-planed why he distrusts these intelligence sources? reporter: he has not explained it exactly for himself, but shawn spicer who is the incoming white house press secretary told reporters today it s not the raw intelligence that donald trump is doubting but rather the conclueses that intelligence officials are drawing that russia then meddled in the u.s. election. spicer said that is what donald
diplomacy and intelligence? do you think he really understands that? i can t speak for him because i don t really get this. i will say, his proxies are on your show and other shows, and the people around him will say, he needs to shake things up and he s asking questions. everyone agrees that s legitimate. but by doing so publicly, on twitter, the long-term impact on the intelligence community, is grave, and it will affect morale. everyone knows twitter is disruptive. i have teenage kids, so i get the social dynamics of twitter and but he s the president-elect. my kids can roll their eyes. he has access to nuclear weapons. there s a difference. and i think it s just very important that the people around him, you know, and you re starting to see this. pence vice president elect pence was not on the gravy train today in terms of throwing the ic under the bus. and i think at least some of the people around him understand it.
but they still need democrats with republicans holding 52 seats and democrats 48. most things require 60 votes to pass. you can t flinch, you can t blink. you have to look it right in the eye. analyze it, learn from it. reporter: the trump cabinet will be one early test. rex tillerson and defense secretary nominee james mattis. the new congress came with one old touch. we re having a conversation. reporter: vice president joe biden in his formal role, swearing in one final class of senators. it s one of his last official acts after 44 years in washington. anybody else want to be sworn in? jeff zeleny joins us. i understand president-elect and vice president elect pence will
jeff joins us now. i understand both president obama and vice president elect pence will be on capitol hill tomorrow. what more do you know about it? very unusual for the president to come up 16 days before he leaves office. he will be trying to make the case to democrats to protect his signature agenda piece of legacy, obamacare. he wants democrats to tout the benefits to their constituents across the country. at the same time, mike pence will be trying to walk republicans through how they want to repeal and replace obamacare. the question of repealing it is an easy one. replacing it is a difficult one. that this is the challenge coming up for the trump administration and frankly all republicans here because they know they will be taking something away from people. the majorities in the congress, as they say now, republicans will repeal it.
