Intelligence services. The committee officially known as the Senate Select committee to study Government Operations is best known as the Church Committee after its democratic chairman, frank church of idaho. The committee met for 16 months, reviewing more than 10,000 documents and calling more than 800 witnesses. Its legacy includes the creation of the Senate Intelligence committee and the Foreign Intelligence Surveillance Act of 1978, better known as fisa, and new requirements for the executive branch to notify congress about covert activities.
