the reason they re put on administrative leave while the investigation continues is to make sure the investigation goes forward and the officer is not outside. i do not think it is looked upon by the officers and i know it is not intended by the police department as a reward. it is just something done as the investigation goes forward. once the finding is made, then it proceeds. if it is not a criminal trial, as with the oscar grant shooting, everybody saw the way that went.
