Questions around Scottsdale garnishment mix-up

A third-party database used by Scottsdale Police to collect identifying information on suspects and offenders provided an incorrect Social Security number that led Scottsdale City Court to garnish over $1,000 from the wrong person. Steven Celba received a traffic ticket from Scottsdale Police in December citing him for expired registration and no proof of insurance. Celba fought the ticket in court, claiming his vehicle registration in Washington was not out of date at the time of the traffic stop. “The State of Washington has of course taken no action against me, because they know the car is registered,” Celba said. However, Scottsdale City Court Judge Joseph Olcavage issued a default judgment against Celba and ordered that he pay $1,866.
