Felder took 23.5% of the total vote by Friday afternoon almost 400 votes more than runner-up Ebony Payne, according to the D.C. Board of Elections count.
The win in the Democratic primary makes the Advisory Neighborhood Commission chair the likely successor to retiring Council member Vincent C. Gray (D-Ward 7).
