One of those who testified was Mrs. Ebere Okpara who narrated how she was lured out of her house to receive a DHL parcel. She is the second petitioner to tell the panel how police officers apprehend victims under the guise of delivering DHL parcels. The petitioner, who said she spent 11 days in detention, claimed she was lured, beaten, and locked up as a means to arrest her husband.

3 min read A victim of police abuse has approached the Judicial Panel of Inquiry in Lagos to seek restitution for the brutality she suffered at the hands of police officers. Ebere Okpara was arrested on July 14, 2017, at Olowonla bus stop, Igando, after she received a call that she had a parcel sent to her from DHL. “I was called by a number (09033997455) that I have a DHL parcel that I should come to DHL office to collect my package,” Mrs Okpara, 40, said. “I did not call the number back because I was not expecting any parcel. After some minutes, the same number called me back that where is my bus stop so they can deliver it.”
