In the first incident, he said, three people believed to be in their teens or early 20s were seen walking away from the scene.
Two other suspicious fires were reported Saturday afternoon on both sides of the railroad tracks near the southbound Carrillo Street offramp from Highway 101.
Both were near homeless encampments, but neither appeared to be accidental, Tieso said, adding that the two likely were related.
The morning and afternoon fires likely were not related, he said, but investigators were looking into all four blazes.
No structures were damaged by any of the fires, and no injuries were reported.

As nighttime temperatures drop this winter, people living outdoors have limited options for a warm place to sleep amid Santa Barbara County’s post-holiday coronavirus surge.
Per the public health recommendations, the Freedom Warming Centers need to space individual beds 10 feet apart during overnight stays to accommodate for distance while sleeping as well as for getting up to use the restroom at night, according to Erin Wilson, director of administration at the Unitarian Society of Santa Barbara.
