The Federal Reserve coming down hard on a number of financial institutions. Barring them from increasing their dividends or buying back their own stocks until they have enough cash on hand to withstand another big financial shock. Citi group is the biggest bank that got its capital return plans rejected by the feds, sending shares lower initially in late trading today. The decision is a blow to the bank and marks the second time in three years that citi group has failed to win the feds approval for its plan to return money to shareholders. And the New York Times runs . What are the distributional consequences . Will the rich be paying more . What about the middle class . Shouldnt we be having that same discussion in the conduct of Monetary Policy . If you think about this Monetary Policy, if youve got the freedom, like ken and stan, to devote huge amounts of money into liquid assets, to play the risk game, youre going to be a huge beneficiary. So this is in some sense a policy where we also need to think about the distributional consequences. And this is in some sense a transfer to people that are rich. Trickledown economics. Stan calls this trickledown economic policy. Others can see if it worked in fiscal. Well see if it works here. Its also a transfer to those who are imprudent to those pro are prudent. Public hospitals. The idea we just can do that with Public Education is hypocrisy. But people make the argument we shouldnt take the money out of the system but take that money and invest in the failing schools to make them better. This makes no sense because we dont use that logic in any other part of our life. If you went to a dry cleaner down the street and of every 10 shirts seven came back with a burn mark what would you do . You would stop going what is the people said you cannot stop giving us your business because we need your money to invest in new equipment to train our employees and if you take your business the way we cannot do that. What would you say . You would say now with my shirts. If were willing to take that much care with our laundry shouldnt we take at least that much care with our kids and not be willing to say lets continue to invest in the things that has failed and hope that maybe someday it might get better but meanwhile our kids are not learning how to read
